  17.      We've been reporting our investigations over the past several 
  18. weeks into the activities surrounding the Bay Bridge UFO Sightings 
  19. in Annapolis and our inquiries into the possible interest these 
  20. UFO's might have in this area. 
  21.  
  22.      Our theory was that perhaps they may have more than a  
  23. passing interest in the EMP tests (electromagnetic pulse) that we 
  24. discovered were being conducted in the area.  It was reported 
  25. that MORE THAN A MILLION FISH WERE KILLED in the Chesapeake 
  26. Bay during one of these tests early this year.  We reported that 
  27. a suit had been filed in federal court against the government to  
  28. stop the testing.  Discussions with officials at EPA resulted in a plea  
  29. of ignorance.  An official with the Navy indicated that the EMP 
  30. tests were probably the result of degaussing of ships in the Bay. 
  31.  
  32.      Today in the Washington Post it was announced that The Defense 
  33. Department, under a legal agreement reached Friday night, must 
  34. stop or moderate its electromagnetic pulse experiments at  
  35. laboratories in Maryland, Virginia, Alabama and New Mexico  
  36. until the government determines whether the energy is harming 
  37. people and wildlife. 
  38.  
  39.        The article goes on to say that electromagnetic pulse (EMP) 
  40. is one type of radiation generated by nuclear explosions.  The  
  41. Pentagon has been simulating EMP to determine how to protect 
  42. the circuitry in its planes, tanks and ships from being disabled 
  43. by it.  The Soviet Union, according to duscussions with the Pentagon, 
  44. is far along on a "zap gun" that would use EMP radiation to kill 
  45. troops and disable vehicles, and the Pentagon is interested in 
  46. developing a similar weapon.

  48.      The Justice Department, representing the Pentagon, reached the 
  49. agreement this weekend with the Foundation on Economic Trends, 
  50. an environmental group that sued on the grounds that the 
  51. experiments were proceeding without the government first assessing 
  52. their potential harm.  The foundation had taken steps to question 
  53. two employees of a Woodbridge, Virginial laboratory constructing 
  54. EMP generators, about their environmental concerns and the  
  55. alleged suppression of documents when the Justice Department 
  56. suddenly decided to settle the case.

  58.      The settlement states that the Navy's EMP facilities at Patuxent, 
  59. Maryland Naval Air Station must be operated at low voltage, not 
  60. more than one kilovolt per meter, until the environmental risks 
  61. are assessed.  AND the Navy's Empress I EMP simulator in the  
  62. middle of the Chesapeake Bay may not be operated at all until 
  63. the impact of its pulses is assessed.  The projected Empress II 
  64. pulse generator can not be built unless the  Pentagon first 
  65. files an environmental impact statement.

  67.      What impact will this have on UFO activity over these areas? 
  68. Only time will tell.
